PROBLEM TO BE SOLVED: To provide a moving body detecting device capable of performing determination of moving objects more accurately. SOLUTION: A mobile robot 100 includes an LRS 101 detecting the position of an obstruction at each of a first position of the mobil robot 100 and a second position after migration from the first position, a present position acquiring section 109 acquiring the present position of the mobile robot 100 at each of the first position and the second position, a dead angle domain recognizing section 110 recognizing a dead angle domain based on the obstruction position and the present position of the mobile robot 100 at each of the first position and the second position, a measure point selecting section 111 selecting a first measure position from the obstruction position detected at the first position based on the dead angle domain recognized at the second position and selecting a second measure position from the obstruction position detected at the second position based on the dead angle domain recognized at the first position, and a moving body determining section 115 determining whether the obstruction is a moving body or not based on the first measure position and the second measure position.
