PROBLEM TO BE SOLVED: To detect motion well with high precision by avoiding incorrect detection of motion near the edge of an image. SOLUTION: A video signal processing apparatus includes a micro motion detection means (30) for calculating (31) the dissimilarity between a pixel block (bl0f) centering on a pixel of interest (P0) and a plurality of reference pixel blocks (bl2f1, bl2f2, bl2f3) located in different frames and centering on a pixel located in a predetermined range on the periphery (A) of the pixel of interest, detecting the edge near the pixel (P0), and for output of an adjusted micro motion detection signal (MATRD) which is the detection results of micro motion near the edge from the calculation results of dissimilarity and the detection results of edge, and a motion information detection means (15) for determining the motion information (md) by adjusting the difference signal (Dm) between frames with the adjusted micro motion detection signal (MATRD).
