<P>PROBLEM TO BE SOLVED: To provide a water-in-oil emulsified formulation showing both stability and usability. Ž<P>SOLUTION: A cosmetic provided is the water-in-oil emulsified formulation that comprises at least two phases, i.e. a water-in-oil emulsified phase and an oil phase when standing still, but becomes homogeneous immediately after shaking. Oil phase components in the emulsified cosmetic comprise, based on the mass of the entire oil phase, 30-60 mass% volatile oil agent and 1-25 mass% aromatic liquid component and, based on the mass of the entire cosmetic, 0.5-2 mass% polyether-modified dimethicone serving as a surfactant.
