PURPOSE: An image display device, an image transmitting device, a method for transmitting an image and recording a medium are provided to smoothly supply a streaming service to user by transmitting optimized data stream according to the transmission environment of the network. CONSTITUTION: An image receiving unit(110) receives video data. The video data is formed by the combination of a plurality of bit streams including one or more GOPs. An image processing unit(120) processes the received video data. Each GOP comprises I-frame, B-coded frame or P-frame. Each frame is according to the play order, I-frame is located in a starting part of GOP. An I-frame or P-frame is located in a last part of GOP.
