PROBLEM TO BE SOLVED: To provide a purifying agent which is composed mainly of iron dust and can certainly purify soil and/or underground water contaminated by an organic halogen compound at a low cost, as well as a method of manufacturing the purifying agent. SOLUTION: The purifying agent comprises mixing iron dust, metal powder with stainless steel present at least, on the surface and nickel salt, and purifies the soil and/or the underground water contaminated by the organic halogen compound.
