PROBLEM TO BE SOLVED: To provide a U-turn EGR cooler adjusting balance between heat-exchange performance and suppression of clogging with compact structure. SOLUTION: In the U-turn EGR cooler, an end face on one side of a rectangular cylindrical shell 1 surrounding a heat exchange part is provided with an inlet and an outlet of exhaust gas arranged in parallel with each other, and the opposite end face is closed with a circular header 2 formed in a circular shape. The heat exchange part is provided with a lot of flat tubes arranged in parallel, offset fin insertion tubes 4 in which offset fins are inserted are used in a going route part guiding the exhaust gas from the inlet to the circular header 2, and wavy fin insertion tubes 5 in which wavy fins are inserted are used in a returning route part guiding the exhaust gas from the circular header to the outlet.
