PROBLEM TO BE SOLVED: To prevent contamination during unloading. SOLUTION: When a driver arrives at a filling station for unloading, he presses the on-switch of an electric power source of an unloading computer 30 to shift to a preparation stage for unloading work. After the unloading work and the shift to the preparation stage are detected, when the fact that unloading valves 60A to 60D are closed after they are opened is detected by opening and closing sensors 62A to 62D, the unloading computer 30 judges that the remaining oil in the unloading pipe 80 is discharged to release a lock of each of bottom valves 40a to 40g of hatches 23a to 23g. The unloading computer 30 extracts a hatch number and an unloading number each corresponding to order data from various control programs and unloading database memorized in a memory to conduct unloading control treatment.
