<P>PROBLEM TO BE SOLVED: To guide sufferers or the like to appropriate evacuation routes in the event of an emergency such as disasters. Ž<P>SOLUTION: The route guidance apparatus is provided with: a route information storage unit which stores route identification information, route information including pieces of identification information on route guidance apparatus arranged on both ends of the route, respectively by every route between the adjacent route guidance apparatus in two or more route guidance apparatus which are arranged on the refuge route and connected to each other via a communication line; a route state storage unit which stores the route identification information, a route state including presence of the occurrence of a communication failure by every route between the adjacent route guidance apparatus; a communication control unit which determines whether or not communication is possible with the other adjacent route guidance apparatus to store the presence of the occurrence of the communication failure by every route of the other route guidance apparatus adjacent to the route guidance apparatus; and a route calculation unit which excludes a route which is recorded that there is the communication failure in the route state storage unit to calculate the refuge route from a location where the route guidance apparatus is arranged to the nearest evacuation site.
