<P>PROBLEM TO BE SOLVED: To provide a buffer structure unit excellent in the reliability of a buffer structure and capable of improving constructability at the site in newly built and existing protective fences. Ž<P>SOLUTION: The buffer structure unit 11 is used for a protective fence provided with a plurality of columns 2 and 2 at prescribed intervals and multi-level horizontal rope materials 3 between the columns 2 and 2. The buffer structure unit 11 is provided with buffer-implement-mounting materials 12 provided between the columns 2 and 2; multi-level buffer implements 13 provided for the buffer-implement-mounting materials 12; and buffer rope materials 14 held by the buffer implements 13 and connecting to the horizontal rope materials 3. By assembling the buffer-implement-mounting materials 12, the buffer implements 13, and the buffer rope materials 14 into a unit, it is possible to obtain highly reliable products and to improve constructability at the site regardless of whichever a protective fence is newly built or already exists.
