PROBLEM TO BE SOLVED: To provide an emulsion for a rust-preventive coating material which exhibits excellent rust preventive property and has an appearance having high hardness and glossiness and is to be a raw material of the coating material exhibiting both of rust preventive property and excellent appearance. SOLUTION: The emulsion for the rust-preventive coating material is obtained by a multistage polymerization carried out at least by two stages, wherein when the polymerization stage is ≥n stages ((n) is an integer of ≥2), the SP value of a monomer component is ≤9 and the glass transition temperature of the monomer component is ≥80°C in (n-1)th stage, the glass transition temperature of a monomer component in n'th stage is ≤10°C and the difference of SP value between the monomer components in (n-1)th stage and in n'th stage is ≥1.5.
