PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device capable of suppressing occurrence of turning off or flickering of a discharge lamp accompanying deep light control at the time of both low-temperature and high-temperature, and a lighting apparatus. SOLUTION: The discharge lamp lighting device comprises a first light control circuit 5 which generates a first light control signal S1, a second light control circuit 9 generating a second light control signal S2 which is higher as the surrounding temperature of the discharge lamp is lower; a third light control circuit 10 generating a third light control signal S3 which is higher as the surrounding temperature of the discharge lamp 7 is higher; and a control circuit 3 which controls power to be supplied to the discharge lamp 7 according to the highest power light control signal S4 out of the first to the third light control signals S1-S3. Since the lowest value of the light control signals S4 is secured respectively by the second light control signal S2 at the time of low-temperature and by the third light control signal S3 at the time of high-temperature, occurrence of turning-off and flickering of the discharge lamp 7 accompanying deep light control is suppressed at the time of low-temperature and high-temperature.
