<p><P>PROBLEM TO BE SOLVED: To provide a data distribution system, a relaying apparatus, and a data distribution method capable of distributing a load of a relaying source by re-transferring the same distribution data received by a relaying destination to the other relaying destination when the number of relaying destinations of distribution data is increased. <P>SOLUTION: Even in the Internet 102 not compatible with multicasting, unicasting employing a tunnel technology or the like is used on behalf of the multicasting to carry out multicast distribution at End-to-End. When a relay processing load and a network utilizing rate of a relaying apparatus 207 being a relaying source for the same distribution data are increased, the distribution data received by a relaying apparatus 208 being a relaying destination for receiving the same distribution data are re-relayed to a relaying apparatus 210 being a new relaying destination.
