PURPOSE: A clad plate having a coating layer by steel wire thermal spray and a method for manufacturing the same are provided to obtain high thermal conductivity and to reduce fuel consumption due to a fast heating in case of being applied to an inner pot of an electromagnetic induction pressure cooker. CONSTITUTION: A clad plate(100) having a coating layer by steel wire thermal spray comprises: a clad metal layer(10); a sand blasting surface(11) which is formed on the surface of the clad metal layer; a nickel alloy bond wire spray sand layer(20) which is formed on a sandblasting side; a steel wire spray sand layer(30) which is formed on the surface of the nickel alloy bond wire spray sand layer; a transparent ceramic coating layer(40) which is formed in the surface of the steel wire spray sand layer.
