PURPOSE: A printed circuit board and a manufacturing method thereof are provided to easily form a through hole for emission and incidence on a base substrate by using a base substrate where an upper circuit layer with a metal pattern for forming a through hole is formed. CONSTITUTION: An upper circuit layer including a metal pattern for forming a through-hole is formed in the upper side of a base substrate. An optical waveguide including an lower clad layer(510), a core layer(700), and an upper clad layer(530) is formed on the upper part of the base substrate. An optical signal reflective mirror(900) is formed in the location corresponding to the through hole of the optical waveguide. A groove part(370) connected to the through hole is formed in the lower clad layer by removing the metal pattern for forming the through hole.
