PURPOSE: An apparatus and a method for managing recommendation rules in a wired and wireless convergence network based on an IMS(IP Multimedia Subsystem) and a recommendation agent system using the same are provided to enable a recommendation system manager or a recommendation strategy planner to define, register, modify, and delete a recommendation rule of a language of an XML type based on a recommendation rule model pre-defined by a rule language manager. CONSTITUTION: A recommendation rule management unit(4210) receives a request of registering or modifying a recommendation rule of the first language type. A conversion unit(4230) converts the recommendation rule of the first language type into the second language type. A recommendation rule storage unit(4240) stores a personalized recommendation rule model and the converted recommendation rule. Attributes and concepts necessary for a personalized recommendation service are defined on the recommendation rule model based on ontology. The recommendation rule management unit registers and modifies the converted recommendation rule in the recommendation rule storage unit.
