PURPOSE: A steering wheel and a manufacturing method thereof are provided to improve the fixation of a foam member and to reduce noise which is generated by growing restless between a form member and a frame. CONSTITUTION: A steering wheel comprises an upper foam member(114) and a lower foam member(116). The upper and the lower foam member surround both sides of a frame which includes the rim(112a) having a web and a flange(P) is formed and are closely adhered. A penetration hole(H) is formed along the web with a fixed interval in the frame. A protrusion is formed along the circumference of the foam member to be inserted into the penetration hole.
