PURPOSE: A system and a method thereof for offering a CS(Circuit Switched) Fallback function in order to prevent an unnecessary system of resources are provided to control a UE(User Equipment) in order to control the operation for the CS Fallback function. CONSTITUTION: An MME(Mobility Management Entity)(20) comprises an indicator informing its own CSFallback support capability in the response message about the setting request of the eNodeB in the initial driving. The MME transmits the response message. The ENodeB pointer loads an RRC(Radio Resource Control) message. The ENodeB broadcastes the RRC message to the UE.
