PURPOSE: A system for transmitting data and an apparatus therefor for minimizing a signal on a core network are provided to reduce unnecessary system load within a network by individually allocating a non-local breakout session and a local breakout session. CONSTITUTION: An MME(Mobility Management Entity) receives a service request message from UE(User Equipment)(400). In case a local indicator is included in the service request message, the MME request the generation of a wireless bearer corresponding to a local breakout session to a home eNodeB(404). The MME requests the generation of all radio bearers in the home eNodeB(406). If an ICSC(Initial Context Setup Complete) message is received, the MME transmits a bearer update request message to an SGW(Serving GateWay)(412).
