PURPOSE: An apparatus and a method for creating a multi-view image for a stereo image are provided to generate multi-view video in consideration of left and right video thereby improving picture of output multi-view video. CONSTITUTION: A multi-view image generating device(100) comprises a time difference information extractor(101), a view location determination unit(102) and a multi-view image generator(103). The view location determination unit determines view location at the multi-viewpoint. The left and right video of the stereo video is outputted at each view point. The multi-view image generator generates the multi-view image from the stereo video based on the position of the viewpoint.
