NETWORK RESOURCE CONTROL METHOD AND APPARATUS FOR GUARANTEEING THE ADMISSION RATE OF THE HIGH PRIORITY SERVICE

PURPOSE: A network resource control method for guaranteeing an admission rate of a high priority service and a device therefor are provided to differentiate services of an upper grade and a lower grade by a pre-denial type and a service downgrade type, thereby assigning a high admission success rate for a high priority service. CONSTITUTION: A service control unit(601) receives a request of a specific service from a user terminal(650). The service control unit requests resources of the requested service to a resource admission controller(603). The service control unit transfers media information for a QoS(Quality of Service) property and a service grade to the resources admission controller. The resources admission controller determines whether to accept a service according to the service grade. A policy execution controller(609) assigns a bandwidth of an admitted high priority service.
