PURPOSE: A method for miniaturizing a magnetic domain with an electromagnetic steel plate and an electromagnetic steel plate thereof are provided to omit a re-coating process by preventing the deterioration of a coating layer. CONSTITUTION: A method for miniaturizing a magnetic domain with an electromagnetic steel plate comprises following steps. A laser beam(9) is transmitted to a pair of scan mirrors(12) which move leftward and rightward in a reciprocating motion. A pair of scan mirrors irradiate beam to a steel sheet(2) by alternately moving in the scan direction. Consecutive scratches are formed on the steel sheet. The shape of the laser beam is transformed in the shape of an ellipse.
