To provide a system, a method, a program, a mobile station, a base station and a management server that enable the wireless parameters to be optimized in accordance with outdoor and indoor situations and the like as well as locations and environments. A reception quality of GPS radio waves received by a mobile station (3) or a time required for the mobile station (3) to acquire GPS positional information (or a reception quality of a given television or radio broadcast) is used as ambient environmental information of the mobile station (3). The execution of a measurement of a line status (reception quality) and/or the execution of a reportof that measurement to a base station is controlled based on the ambient environmental information. The report from the mobile station (3) is transmitted to a management server (4) via the base station and a gateway (1). The management server (4) optimizes the wireless parameters based on the report. |
