<p><P>PROBLEM TO BE SOLVED: To provide a plate with micro-holes, which is made by forming micro holes in a thick metal plate by laser beam machining, and further the micro holes of which are prevented from being clogged by debris such as burrs, and to provide a method for manufacturing the plate. <P>SOLUTION: A plurality of micro holes 2 are formed penetratingly in a plate 1 made of aluminum or aluminum alloy. These holes 2 are formed in a tapered state, in which the inner diameters d<SB>1</SB>of openings 4 of the holes 2, which are opened on a front-face side 3 of the plate 1, are 10-50μm, and the inner diameters d<SB>2</SB>of openings 6 of the holes 2, which are opened on a rear-face side 5 of the plate 1, are larger than the diameters d<SB>1</SB>in the front-face side 3.
