PROBLEM TO BE SOLVED: To provide an agent with an appropriate authority as a proxy of a user so as to enhance convenience while reducing security risks. SOLUTION: An agent access management system for managing the deputy of a procedure including authentication of an agent includes: an authority delegation accepting means for delegating an authority to the agent by registering an identifier, credential information and the delegated authority as agent information from an agent user; an authentication information receiving means for receiving the identifier and the credential information from the agent; an access control means for performing an authentication process and confirmation of the authority based on the identifier and credential information received; and an agent management means for accepting a predetermined procedure according to an instruction from the agent and within the range of the delegated authority corresponding to the agent.
