PROBLEM TO BE SOLVED: To control the output of a lighting circuit of a lamp lighting device for lighting a cold cathode discharge lamp having an electron emitting material on its electrode, according to the condition of consumption of the electron emitting material. SOLUTION: The lighting device for lighting the cold cathode discharge lamp 1 having the electron emitting material on its electrode by means of a lighting circuit 6 includes: a lamp nonequilibrium characteristic detection means 2 which detects a nonequilibrium characteristic of the discharge lamp 1 due to consumption of the electron emitting material; and an output control means 4 which changes the output of the lighting circuit 6 in response to the detection result of the detection means 2.
