PROBLEM TO BE SOLVED: To provide a neutral dampening water composition for newspapers which is excellent in printability and an antiseptic effect, does not contain any dangerous toxic substance, and shows consideration for environment even when content concentration of phosphorus included in the dampening water composition during printing newspapers is not higher than the content concentration of phosphorus regulated by the sewage water law or the water pollution control act applied during water drainage. SOLUTION: The neutral dampening water composition for printing the newspapers with a pH of higher than 5.0 and lower than 9 is characterized by including 0.0025-0.03 mass% metal salt of malic acid, 0.0015-0.03 mass% metal salt of nitric acid, and an antiseptic based on the whole amount of the composition, and having the content concentration of phosphorus-containing compound of less than 32 mg/LL in terms of pure phosphorus.
