PROBLEM TO BE SOLVED: To provide an image formation device, an image forming method and a program which can suppress the generation of a banding in the overlapping region formed in the joints of two or more recording heads or in the overlapping region formed between dots printed on a form and the recording head. SOLUTION: The image formation device includes the recording head having two or more nozzles for discharging droplets of a recording liquid, a recording head scanning means, a conveyance means for making the recording medium scanned in the sub scan direction perpendicular to the main scan direction and a printing control means, at least. In the image formation device which forms a picture on the recording medium, when distributing printing data in the above overlapping region where two or more nozzles corresponding to one dot generation exist, the printing data is distributed so that the drive frequency may be the same as the drive frequency in a non-overlapping region.
