PROBLEM TO BE SOLVED: To prevent the erroneous measurement of a moving body on the water surface and under water. SOLUTION: In a moving body measurement system 1, a video camera 2a is installed at a position separated upward from the water surface and the position and direction of the camera are adjusted so that the image of a prescribed region S on the water surface can be photographed. The video camera 2b is installed at a position under the water opposite to the video camera 2a while sandwiching the water surface, and the position and direction of the camera are adjusted so that the image of the prescribed region S can be photographed by looking up at the water surface. The video cameras 2a, 2b photograph images of the same place periodically, and transmit photographed image data to an information processor 3 together with a photograph date and time. The information processor 3 is a device for counting the number of moving bodies 4, especially receives image data photographed at the same time by the video cameras 2a, 2b successively, compares the two image data of the video camera 2a with those of the video camera 2a, deletes a part where luminance is different at a lapse of time, and performs processing for extracting the moving bodies.
