<P>PROBLEM TO BE SOLVED: To provide a carbon fiber-mixed freely-variable-resistance sheet, capable of finely and freely changing a sheet resistance value of a heating sheet, eliminating instability of electrical resistance and temperature characteristics of the heating sheet itself caused by occurrence of unevenness of the carbon fiber, and having excellent strength, and to provide a method for manufacturing the sheet. Ž<P>SOLUTION: A conductive paste is printed so as to form a regular array pattern on a carbon fiber-mixed heating sheet 1 including a pitch-based carbon fiber and/or a PAN (polyacrylonitrile) based carbon fiber and a pulp fiber sheet.
