<P>PROBLEM TO BE SOLVED: To provide an idling prevention device appropriately preventing the occurrence of idling by maintaining an idling state even if a driver unconsciously depresses an accelerator pedal without intention to drive during vehicle stop. Ž<P>SOLUTION: This idling prevention device includes the idling prevention control section (idling prevention control means) 12 outputting a command to maintain the idling state to an engine control unit (engine control means) 3 when a navigation device (vehicle stop state detection means) 4 detects a vehicle stop state and a driving intention estimation section (driving intention estimation means) 11 estimates that the driver has no driving intention.
