<P>PROBLEM TO BE SOLVED: To suppress a soft resin layer from being peeled off from an outer surface of a skeleton part of a rim part, and to enhance durability of the rim part by suppressing relative rotation of the soft resin layer relative to the skeleton part even if the soft resin layer is peeled off from the outer surface of the skeleton part. Ž<P>SOLUTION: The rim part 13 of a steering wheel is constituted such that an outer surface 30a of a hollow rim core part 30 comprising a hard resin is covered by the soft resin layer 32. Further, the rim core part 30 is constituted by melting/joining a first division rim core part 20 and a second division rim core part 25 to each other. Further, on the outer surface 30a of the rim core part 30, a recessed part 33 engaged by the relationship of the soft resin layer 32 and the recess/projection is provided at a portion proximity to the melting part 31.
