PROBLEM TO BE SOLVED: To provide a dispersant capable of dispersing a nano carbon material or neutral carbon efficiently. SOLUTION: The dispersant for nano carbon materials and neutral carbon includes a copolymer which contains amine oxide groups, is composed of structural units (a) and structural units (b) in an amount of the structural units (a) of ≥60 wt.% and an amount of the structural units (b) of ≤40 wt.% to the total weight and has a weight average molecular wt. of 1,000-600,000. The structural units (a) are of formula (1) (wherein, R<SP>1</SP>is a hydrogen atom or methyl; R<SP>2</SP>and R<SP>3</SP>are each independently alkyl, aryl or arylalkyl; X is a divalent linkage group; n is 0 or 1) having amine oxide groups in side chains.
