PROBLEM TO BE SOLVED: To provide a vertical bag-making, filling and packaging machine capable of forming a beautiful upper part of a packaging bag with a gusset. SOLUTION: The vertical bag-making, filling and packaging machine delivers a film material F and forms a cylinder around a bag-making tube 3, and longitudinally seals both side edges of the film material F to form a film cylinder FC. meanwhile, by cutting a transverse seal from a center after periodically forming the transverse seal in the film cylinder FC, a packaging bag having a top seal and a bottom seal on upper and lower sides with an object to be packaged being filled therein. Further, there are provided a pair of gusset folding members 20 to be inserted in the film cylinder FC from both sides at a position below a transverse sealer 6. Each gusset folding member 20 includes a longitudinally folded part 21 extending in the longitudinal direction as the moving direction of the film cylinder FC, and an inclined folded part 22 expanding diagonally and downwardly on both sides symmetric to each other from a position below the longitudinally folded part 21 around the longitudinally folded part 21.
