PROBLEM TO BE SOLVED: To provide a fixing device which is configured, such that a foamy fixing liquid containing softer for softening fine resin particles is applied to the surface of a recording medium with the fine resin particle thereon and the fine resin particles are thereby fixed to the recording medium, the fixing device being able to maintain the fixing performance of the foamy fixing liquid over a long period, even if there are changes in the fixing conditions. SOLUTION: The fixing device 60 includes a fixing liquid foaming device 500 using, as a foamy fixing liquid, the fixing liquid containing the softener; and an application roller 61, which applies the fixing liquid to the surface of transfer paper P carrying a toner layer. The fixing device further includes: a softener bottle 200 storing a softener 210; a foamed liquid bottle 300 storing a foamed liquid 310, independently of the softener 210; a diluted solution bottle 400 storing a diluted solution 410, independently of the softener 210 and foamed liquid 310; and a fixing liquid mixing part 600 that prepares a fixing liquid by mixing the softener 210, foamed liquid 310, and diluted liquid 410.
