PROBLEM TO BE SOLVED: To provide a system for securing the safety of a child by preventing a child from being kidnapped on the way to school. SOLUTION: A school child on the way to/from school carries a radio tag 1. When the radio tag 1 carried by the child is detected by a communication terminal 2 having a portable telephone device 3 and a tag reader 4, the location and time that the child is detected through a portable telephone line 6 is transmitted to a center server 8, and a database is created. The security system is provided with a means for integrating the location and time that the child has passed, which is transmitted to the center server 8, with map information, and for enabling a guardian to confirm where his or her child has passed using a personal computer 11 or a mobile phone 12 or the like through a network 10; a means for, when the child passes the location set by the guardian, notifying the guardian of the event by mail; and a means for comparing the detected trajectory and moving time of the child with a schedule preset by the guardian or the like to find out an abnormal behavior of the child in an early stage.
