PROBLEM TO BE SOLVED: To provide a magnetic recording medium which can be manufactured by a simple method without causing deterioration of magnetic characteristics upon manufacture and has excellent productivity. SOLUTION: A method of manufacturing the magnetic recording medium includes: a forming process of a protective film for a mask for forming the protective film for the mask on a magnetic layer, a resist forming process for forming a resist of a prescribed pattern on the formed protective film for the mask, a protective mask forming process for etching the protective film for the mask using the formed resist as a mask; a projecting and recessed part forming process for forming a projecting and recessed part on the magnetic layer by etching the magnetic layer using the resist and the protective mask as a mask; a protective mask removing process for removing the protective mask; and a protection layer forming process for forming a protection layer on the magnetic layer on which the projecting and recessed part is formed. The method is characterized in that the magnetic recording layer from which the protective mask is removed in the protective mask removing process is not exposed to the atmosphere at least during the time until the protection layer is formed on the magnetic recording layer in the protection layer forming process.
