<P>PROBLEM TO BE SOLVED: To prevent the other user from misunderstanding that a user leaves a vehicle during use and from erroneously using it. <P>SOLUTION: A user ID is obtained from a memory part 6 of a card key 5 by a discrimination information obtaining part 101 when the user inserts the card key 5 into an insertion port 10, and it is determined by a discrimination information determination part 103 whether or not the user ID obtained from the card key 5 and the user ID read out from the memory part 6 are coincident with each other. As a result, when the user IDs are not coincident with each other, activation of the vehicle by the card key 5 is rejected by an activation propriety part 104.
