PROBLEM TO BE SOLVED: To provide a developing device that prevents the occurrence of toner deposition and toner scattering over a whole area of a developing roller. SOLUTION: The developing device includes: a magnet roller 23 for carrying two-component developer comprising toner and carrier; and a developing roller 24 with a flange 35 fixed at both ends in an axial direction of a sleeve (rotator) 34 having a stationary magnetic pole member 32 built therein. The developing device forms a thin layer of toner on the surface of the developing roller 24 using the toner transferred from the magnet roller 23, and develops an electrostatic latent image on an image carrier using the thin layer of toner to thereby obtain a clear image of toner.
