<P>PROBLEM TO BE SOLVED: To suppress a sense of blurring or surface flickers with deterioration in high-frequency components due to filtering, when performing frame rate conversion by creating an interpolation frame from among a plurality of frames through filtering. Ž<P>SOLUTION: A video signal processing apparatus includes: a motion vector detecting section (31) for detecting a motion vector from two frames; an interpolation frame generating section (33) for creating an interpolation frame from the two video frames through filtering, by using the detected motion vector; and an enhancer processing section (34) for performing enhance processing on the interpolation frame for increasing a high frequency component. The enhancer section is variably controlled in enhancer amount, according to the features of a video image such as, e.g., the presence or the absence of motion or moving amount of the video image. Thus, the high-frequency components of the interpolation frame that is reduced by filtering are strengthened, and the sense of blurring or flickering can be restrained.
