<P>PROBLEM TO BE SOLVED: To provide a ventilating heat-insulating composite panel for an external wall, formed to restrain heat transfer from the outer backing material side to the heat insulating layer side from a convection current surface, a radiation surface and a conductive surface and to release moisture to the outside from the heat insulating layer side, and to provide an external wall structure restrained from deformation and separation of an external facing material even under a strong wind using the panel and prevented from overheat damage of the external facing material while obtaining moisture release action from the heat insulating layer by a ventilating function. Ž<P>SOLUTION: The ventilating heat-insulating composite panel 1 for the external wall includes a first ventilating layer G1 on the outside of a reflecting layer 2C and a second ventilating layer G2 on the inside by arranging an aluminum foil film 2C for reflecting radiant heat, between the outer backing material 2A and the heat insulating layer 2E. When carrying out external heat-insulating attachment of the panel 1 to an external concrete wall, a horizontal joint space dx is made in an outside open form between the upper and lower panels 1, and the first ventilating layer G1 and the second ventilating layer G2 are constructed in a form of communicating with the outside for every panel 1 of each floor. Wind pressure action on the external facing material is made isobaric action on the outer surface and inner surface of the external facing material in spite of the ventilating external heat-insulating external wall, to restrain the deformation and separation of the external facing material due to the wind pressure action.
