<P>PROBLEM TO BE SOLVED: To maintain a temperature difference of a seawater temperature between a water inlet and a water outlet to be less than an agreement value even when the seawater temperature is rapidly varied in an electric power plant. Ž<P>SOLUTION: The temperature rise predicting system 20 includes an input receiving part 21 for acquiring ebb and flow information regarding the ebb and flow of the tide in a date of a prediction target or each time of the date, a temperature variation condition database 24 wherein the temperature rise information regarding the condition of the ebb and flow of the tide having the high possibility of generating rapid temperature rise of the seawater is recorded in advance, a temperature variation predicting part 22 for acquiring the temperature rise information by referring to the temperature variation condition database 24 and calculating the time when the ebb and flow of the tide included in the ebb and flow information corresponds to the condition in the temperature rise information, and an alarm part 23 for giving an alarm before the time corresponding to the condition. When the alarm is given by the alarm part 23, an operator reduces the amount of power generation, and lowers the temperature of the seawater discharged from the water outlet.
