Provided are an illuminating device which can suppress deterioration of a bundle due to heat generated when light is outputted, and a projection image display device having the illuminating device mounted thereon.  The illuminating device is provided with a plurality of light sources (100) which output laser beams, a plurality of optical fibers (200) to which the laser beams outputted from the light sources (100) are inputted, a bundle (300) which bundles the outputting end portions of the optical fibers, and a spot fan (400) which cools the bundle (300).  The spot fan (400) makes cooling air circulate on a light outputting end surface of the bundle (300).
