PURPOSE: An attachment preventing plate and a construction method thereof are provided to improve the aesthetic feature of a city by arranging surface protrusions in a two level protrusion structure. CONSTITUTION: An attachment preventing plate comprises the following: a main body(10) including a first protrusion on the surface of a fire-retardant rubber, and a second protrusion arranged in one body; a UV printing layer(20) forming a drawing using a curing ink on the surface of the main body including the protrusions; an epoxy resin layer(30) sprayed to one side without the protrusions; and a fixing frame including insertion grooves to insert both sides of the main body.
