PROBLEM TO BE SOLVED: To achieve quick film formation of an oxide and/or hydroxide on a conductive material which has not be performed heretofore without heat treatment or only by that at low temperature. SOLUTION: A method of producing a conductive material coated with a metal oxide and/or metal hydroxide is characterized by electrolyzing the conductive material in an aqueous treating solution which includes a fluorometal complex compound containing a metal selected from Ti, Si, Zr, Fe, Sn and Nd, and fluorine in a molar ratio of four times or more that of the metal, and further containing a metal ion which does not form a complex with fluorine and/or is modified so as not to form and having a pH of 2 to 7 to thereby form a metal oxide and/or a metal hydroxide coating film containing the above metal ion on the surface of the conductive material.
