PURPOSE: A manufacturing apparatus and a method of a large panel block for a semi-permanent sidewalk are provided to improve the durability and the exterior appearance of the surface of the sidewalk, and to reduce the manufacturing time of the side walk. CONSTITUTION: A manufacturing apparatus of a large panel block for a semi-permanent sidewalk comprises the following: a large cart installed on a rail to move left and right; a vibrating plate(24) located on the large cart including a vibrating motor and a dustproof coil on the lower side to prevent the vibration from being transferred to the lower side; a mold frame(22) installed on the vibrating plate; a plastering roller(18) installed on both sides of the mold frame; a cement mortar reservoir(14) installed on the upper side of the mold frame; and a spade plate(20,21) combined with the lower side of the cement mortar reservoir to move left and right using a pneumatic cylinder.
