PURPOSE: A cosmetic composition for skin whitening is provided to prevent skin hyperpigmentation and to remove local pigmentation. CONSTITUTION: A cosmetic composition for whitening contains 0.001-10 weight of Equisetum Arvense extract and 0.001-10 weight% of calcium pantetheine sulfonate as active ingredients. The composition further contains a component having whitening effect. The Equisetum Arvense extract is obtained by inoculating microorganism to dried Equisetum Arvense, fermenting, and extracting with purified water, methanol, ethanol, propanol, isopropanol, butanol, acetone, ether, benzene, chloroform, and ethyl acetate.
