<p><P>PROBLEM TO BE SOLVED: To simplify a structure and to facilitate assembling, and to effectively prevent end lock while enhancing the handling property of a seat belt by an occupant. <P>SOLUTION: The retracting diameter is increased by the wind-up of a seat belt 4, a surface 4b of the wound seat belt 4 is brought into contact with a brake roller 17, and then the brake roller 17 is brought into contact with an inclined portion 18b of a brake member 18. Then, the brake roller 17 is braked by a wedge effect between the surface 4b of the wound seat belt 4 and the inclined portion 18b, and a seat belt winding speed is largely reduced. After that, the brake roller 17 elastically deflects the inclined portion 18b of the brake member 18 and axially moves, and the seat belt 4 is wound at a low speed while the seat belt winding speed is reduced by a small amount. When the full-amount winding of the seat belt 4 is finished, the rotation of a spool 9 in a seat belt winding directionαis stopped.
