<P>PROBLEM TO BE SOLVED: To improve throughput of data communication by specifying a transmission frame of a control message between apparatuses and simplifying packaging of error processing in a communication apparatus that performs scheduling of data channels in a frame having a fixed frame length. Ž<P>SOLUTION: In the communication apparatus, a creating section of a data creation request 300 creates a band request for allocating into a data channel a transmission time of a control message created by a control message creating section 340 and of generated user data. A receiving section of a data transmission request 310 receives the band request transmitted from the creating section of a data creation request 300, and a scheduler section 320 creates a schedule by allocating a band into the data channel.
