<P>PROBLEM TO BE SOLVED: To provide a valve seat packing changing tool capable of replacing the old seat packing of an existing city water faucet with a new one while a stop valve inside a meter box is opened. Ž<P>SOLUTION: A generally elongated ball-shaped cloth bag (1) is formed, an opening (3) projecting in the horizontal direction is provided to one surface center of the cloth bag (1), and the existing city water faucet (10) is sealed into the cloth bag (1) through the opening. A handle (11), a shaft (12), and the valve seat packing (13) are removed from the outer surface of the bag (1) by touching, replaced with a temporary stop plug (6) provided to the upper end of the cloth bag (1), and the existing city water faucet (10) is tightly closed.
