Provided is a base station for WiMAX.  The base station includes: a first arrangement unit (13) which arranges a predetermined sub burst region in a downlink subframe to be transmitted from a transmission unit to a communication terminal; and a second arrangement unit (17) which arranges in a predetermined region, at least one sub burst region for HARQ to be allocated for at least one communication terminal.  The second arrangement unit (17) successively secures a plurality of slots for the sub burst in a predetermined region so as to arrange the sub burst region in the predetermined region.  As for at least the first slot and the next slot to be secured in the predetermined region, the slots are secured in the symbol direction.
